请教几道SC

PS：为了申请，匆忙决定考GMAT，仗着考过GRE，所以只给自己留了一个月的时间。拿了刘振民的书做了两天题目，发现SC问题颇多，希望各位大虾多多指教。
1。P 48
The Olympic Game helped to keep peace among the pugnacious states of the Greek (world in that a sacred truce was proclaimed during th fastival's month.)
C) world when they proclaimed a sacred truce for the fastival month
D) world, for a scared truce was proclaimed during the month of the festival
书上的正确答案是c,但我觉得在这儿不能用when引导从句修饰Olympic Game,否则when在句子中的成分讲不清楚.D就没有语法错误

2.P76
The lawyer for the defense charged that she suspected the police of having illegally taped her confidential conversations with her client and then (used the information obtained to find evidence supporting) their murder charges.
A) used the information obtained to find evidence supporting
D) of using the information they had obtained to find evidence that would support
书上的正确答案是d,其解释是划线部分与of having illegally taped并列,做suspect的宾语.但我觉得因为句中用了and then,表明后面的动作是与taped相连的,所以用used.而且,即便是照书上的解释,也应该是of having used...

1、我觉得when 可以表示一个时间的起始点。D中的was proclaimed 无动作执行者。
2、用of表示一种什么性质的用法，具体我说不清楚。但若and后为used就会与suspected想对应。除非题目改写：The lawyer for the defense charged that she suspected that the police had illegally taped her confidential conversations with her client and then (used 。若用of having used，时间的发生就没有先后了。

我觉得第二题不存在并列成份不清的问题啊，因为划线部分后面是their murder charges，所以动作的发出者肯定是the police而不是the lawyer。因此如果用used也不会让人们误解为是和charged或者是charged并列。

会存在的，不能用后面的意思来反着验证前面正确与否，在没有后面意思的时候，前面会引起并列成份不清的问题，这是ETS不愿见到的，ETS希望没有意思判断也能清晰确定成分的说。

从effectiveness 的角度来看, D>A, 但我总觉得还有些东西藏在后面
