A 中的with ，不是一般要离它修饰的名词最近嘛，所以它修饰的是attrition？厄。。。可是翻以前的贴又说它是跟主语的the labor agreement？请问是什么呢

    我的分析是，with的修饰歧义也是使得A不是优选的部分原因。with按照语法可以修饰attrition，但是按照逻辑应该修饰agreement 里面有increased pension benefits。

with前面没有逗号就是做状语了吧 意思变成The labor agreement permits  和increased pension benefits and a special early-retirement program  permits staff reductions through attrition

错在with短语可以当状语修饰permit。。。于是整句的逻辑就崩溃了。。。
