肯定：thirten times as prevalant as 的表达正确

不是在艺术家中XXX的比例是在普通人口中的几倍，比较的是manic depression and major depression 流行程度。这两种病在distinguished artists中比在大多数人中的流行程度高出10-13倍
B 说的是the rates are more prevalant,应该是疾病prevalant

jeff0613, 对不起，这道题是省略了谓语

比较的是从句的主语 their hourly rate 和that.
当比较的是主语时，谓语动词可以补出也可以不补。这个好象OG上有例子，主要还是要看是否会造成歧义如果不补出动词
