请教OG12-035,怎么也想不明白

这里说明年还应该涨,是upward trend。。所以下一年inflation应该还得增加。。

b说去年的低inflation是个特例,实际trend是stable的,不是upward的,那么inflation应该还是4%,自然就weaken了。。
