这里的虚拟条件句使用了should倒装，而且连用了两次。

意思是，在过去，如果台湾想改变现状，中国威胁使用武力。可是，2000年的白皮书表明，如果台湾想保持现状，中国会考虑使用武力。

The hyperbaton was used,but I don't know weather it is reasonable in standard E.
