想不通为什么E不对，如果要说E结构不平行的话，那么B也不平行啊...

E里面确切讲是具体名词short-term rates与抽象名词rise possible是不能并列的，因为概念上不对等.也算是个大错吧.
而B里面，and两边都是主谓(宾)结构，是可以平行的。

谢谢,不过我分析了一下B:when short-term rates rise and they are unable to raise the rates on their mortgages -这前后两个rates一个是主语，一个是raise的宾语，按成分看的话，也还是不平行的呀...

是不是用排除法 - E的with有修饰歧义，错误更加严重？

E里面with短语可能修饰money。而且E选项可以看做and后面省略了with: with short-term

rates on the rise and （with） no rise possible in the rates on their mortgages； 可

以发现short-term rates和the rates on their mortgages并不平行。

B里面short-term rates rise and they are unable to raise，short term rates rise和they

are unable to raise平行的。
