C和E的唯一差别在于C采用了定语从句修饰passengers而E采用了-ing分词 两者在语法上均没有明显错误

从句和ing分词作为定语的差别在于 -ing分词强调一个一般性的反复性的客观时间，没有具体时间和具体地点;而从句则是强调在某一特定时间特定地点的一次性事件，所以这里C更合适

我觉得应该选C，that后面省略了were。

that跟在passenger后面比在a rooster后面更加准确的定位了修饰的对象。
