请问为何D 错? need 后面不是也可以用Ving?

D 错的明显, 但我不明白为何 C正确? 复数名词前怎能加s?

第一题是对need 的用法没有弄清楚啊！ need +to do 表示主动，need +doing 是need to be done 的意思啊表被动，在这里句子的意思很明显表主动，所以D 不对啊！

第2题我也不是很清楚啊！在这里who 后面是一个定语从句修饰people,那么为什么who 后面不是一个完整的句子呢？
