CE能比较方便的排除，但是剩下来的ABD三个选项不太清楚如何区分，是依据句子开头的on account of/with/because of，
还是因为使用定语从句that makes/分词形式making修饰law，或者是因为用从句/不定式短语表示形式宾语it？

个人认为这里不用从句不仅仅是简洁原则；从逻辑意思考虑a u.s citizen holds不是已经发生了的，也不是一种客观状态；而是一种条件，只有D避免了这种逻辑上的歧义；

because it is a law, so i think holds would be better

那就是说AB错在将本是做宾语的that从句放在一个名词(impresonment)之后，造成that从

句成为一个修饰该名词(impresonment)的定语从句吗？
但是我百度出来两个介绍it做形式宾语的句子，其中的实际宾语均为从句：
Keep it in mind that you have to be back home before ten.
We owe it to you that there wasn’t a serious accident.
这里的两个that从句就明显不是修饰其前面的名词(mind和you)的，这样看来AB也是正确的

a--划线部分that错误，n.+that ，that后部分修饰名字，v+that，that应道从句指代所发出动作；因此a中that错误的修饰imprisonment

b--that定语从句，修饰对象错误，that，which在定语从句中修饰离它最近的名字

个人认为本体考点在于从句的修饰关系，United States citizen hold gold in the form
of bullion or coins 其实是修饰crime，是指crime的内容。

刚发现D选项是用分词和不定式形式来避免使用从句。。。这么说选D的关键就是简洁的原则吗？
还有，句首使用的三个词是不是都可以互相替换的呢？
