这句是Wind resistance created by opening windows 和(E)that incurred by using air conditioning作比较,前后显的很工整,(E)里that指代Wind resistance.简化来说就是:A do something at least as great as B.
A: Wind resistance created by opening windows while driving;
do: results in;
something: a fuel penalty
B: that incurred by using air conditioning
C里of不对,应该用by,再补上一个过去分词incurred/created才正确

这里不是Wind resistance created by opening windows 和(E)that incurred by using air conditioning作比较，难道用空调会产生wind resistance。

应该是a fuel penalty that results from wind resistance ....和开空调引起的燃料损耗的比较才是，只不过我对后者的表达方式有不同意见，不知你现在有什么意见，谢谢！！

Sorry,没看清题意.that指代a fuel penalty,C里penalty of后应加penalty的内容,用by doing 是表示方式.所以by比of好.
