百分比能做主语吗？

在补充材料里，找到两道直接用百分比做主语的题，很是迷惑。

这里 95 percent 是不是省略了什么东西呀？ 95%可以直接做主语吗？

2.according to interstudy, a nonprofit aorgnization that studies health maintenance organizatin , only 36 percent of the nation's 607 HMO's were profitable last year; it estimates that this year 73 will be.

为了节省时间，上面都改成正确答案了。2的主语是 36 percent of the nations吗？而36%应该也是according的逻辑主语吧，可是意思就有问题了？

我觉得这道题目蛮正常的，你觉得应该什么做主语呀？
