我的理解是： 之前increased,然后declined,
所以之前应该是过去时，接着到目前为止是have declined.

首先这个句子没有你所谓的  "之前" 和 "然后" 吧, 在时间上前后一致,时态也应该一致.你可能没明白句意.
其次A时态对仗工整, 而选项B内部时态就已经不一致了.
