as在这种用法时，引导的是一个定语从句，可以和that 互换

在其他更多的情况下，as用作连词
比如说你的问题里面
In its most recent approach, the comet Crommelin
passed the Earth at about the same distance and in
about the same position, some 25 degrees above the
horizon, that Halley's comet will pass the next time
it appears.

(A) that Halley's comet will pass
(B) that Halley's comet is to be passing

这儿as就不能和that互换
