请问: policy和aime的逻辑关系应该是主动的，为什么这里aim用了ed形式而不是aiming呢?

同时，有一个选项是with the aim to decrease operating cost and to improve, 为什么不能选?..

here "aimed" is used as adj.  if you use "aiming", like in E

"with the aim...", it can either refer to the policy or the

company.

楼上说的对；再补充一下：aim在这里是过去分词做定语，相当于 policy which is aimed at...
