I am also puzzled. Here as is a prep., so I think it should be followed by V-ing or N.. Maybe it is just an idiom that cannot be thought of in terms of grammar rules.

Perhaps. Both in Longman and in the GMAT qeustions, we can find such

examples as  "regard somehting as unmoral", or" viewed something as very

good".
