这个句子是BUT链接的并列结构。The rise（主语1）.....suggests（谓语1） that（宾从1）....., but（并列连词） the mixed performance（主语2）...indicates（谓语2） that....(宾从2)
A中，that should be omitted to create a main clause  如果有TAHT，就是将BUT THAT...与前面的suggestes that 的宾从并列了，这是错误的。
不知道解释清楚没有。
