My personal opinion:

when price drops, there are two possibilities: a drop in demand or an increase in supply(or both)

E says drop in demand is not the sole cause => other cause exist, that is supply increases (This is caused by failure in controling of illegal drugs)

有一个问题,如果按E的说法是不是应该改成not the cause of 而不是not the sole cause of.
