请问这里到底该用一般事实陈述还是过去时？C 的people后面的can 改成do 是否更好？

1、是选五个中最好的，但并不一定是所有的最好的，C
2、其实当中是省略了一个to，这是很常用的；B的话平行结构不对称
3、我觉得D表达得比较好，不确定。。。

3 small 和 one-of-a-kind 不属于一个逻辑范畴，不能用but来表转折,so D。

不过1的答案是C;2的省略to的用法我没见过,是否能举个例子?3明白了!
