rather than + V. is normally used, but in this problem, the choice with "rather than do" is not accurate since which clause can't modify the whole former sentence.
As I remember, when there is a SHI YI DONG CI (like "do", "love", "hate", etc) in the former sentence, the "to" after "rather" must be omited. Here, the structure is "was to do sth. rather than to do sth.", there is "was" instead of "do". If this is right, we may have to keep it in mind.But lousian's point is ok, if we think about them all as parallelism.
Somebody please refer to a dictionary. LUCYLU is strong in detailed grammar, where is she?
