urge sb.to do or urge sb. into doing
there is no such usage as "urge that..should..."

据longman和英汉大辞典，有urge that。。。should 的用法，我的精读老师是教授哦，他老人家也说有这样的用法，但他说2好一点，简洁！此外，我们怀疑此处should是否是虚拟语气应该omit呢？所以还是2好点！

in GMAT, such "should" is preferred to be omitted, definitely Have that in mind~ ~
