performance 表示的是一种结果，而how the funds they manage perform表示的是一种状态，根据题意思， fees of investment officers be based on performance （结果）

同意cook这里的逻辑意思很清楚，manage的动作执行者可以分辨出是officer，不存在代词指代问题。
