saying引导一个主语从句，their compliance with law is protecting sea turtles.
而requiring turtle-excluder devices on shrimp nets则是说那个Law的，LZ们说的好，requiring表示法律的一个重复关系，一个状态，而不是目的。排除D，E
A个人觉得虽然that多余，问题还是在be 上和protect上

其实我说不上什么大毛病，除了protect没有加s，但是整体感觉不对，可能是语意不清，不知道that require说的是Law，还是compliance
