首先我觉得to make 比for making好，to make表目的，for making表用途，但是不太影响
第二，A中to make ever more precise measurements that scientists hope will enable them to，that引导的不是定语从句，而是同位语从句，但是 that scientists hope will enable them to做measurements的同位语很ridiculous
所以还是C好，they指代很清楚，就近指代scientists
