我个人觉得可以象如下这样理解，不过我不保证正确啊。
１、先举一个简单点的例子
　　There are 8 computers in this classroom, 4 times as many as there ( ) in that classroom.
　　上面这个例子要表达的这个教室有８台电脑，是那个教室里的四倍。谁都知道括号里应该填写的是are，而不是is。
２、变换一下
　　There are 8 students in this class room.
　　There is one computer for every student, four times as many as there ( ) in that classroom.
　　这个句子比上面那个句子加了一个前提，就是教师里有8个学生。每个学生有一台。描述的是同样一个道理，你觉得括号里应该是填are还是is呢？
３、如何解释这个题目
　　前半句there is now one microcomputer for every thirty-two pupils和后半句there were four years ago，它们两句话所表达的倍数关系是什么物质的倍数关系呢？肯定是电脑台数的倍数关系，并不是平均每台电脑的使用频率上的倍数关系。既然是电脑台数的倍数关系，那么我们可以肯定，四年前肯定不是只有一台电脑吧。那么肯定要用were。前半句是用一台电脑的使用人数来表达电脑的台数，后半句直接使用数字个数来表达电脑的台数，所以要用复数。
４、大家再看一个句子
　　There is one computer for every 4 student in this classroom, four times as frequently used as there () in that classroom.
　　大家想想看，这个题目要用are还是is。
