my understanding: two forms of -ing are normally used, 1) accompaning result. 2)accompaning action (the subject has to agree with the subject of sentence.).
This sentence matches case 2), but the -ing subject is force, not Nuclear fusion.  and "as nuclear reactors do" also seems strange.
