应该是省略了people, 。。。about as many (people) as are enrolled.

第一句that指代的money和主语的money并不是一样的；而用it / they或其他人称代词时，指代的必须是与先行词是THE SAME THING。


所以those应该是指代people吧~


B/C的问题应该还是equal/equivalent两边应该是number的对比...而不是people和people的对比。
