条件状语从句：However much United States voters ,
大意：无论多少美投票者同意政府中的浪费及政府作为一个整体花费远远大于它自己的计划的东西，寻找广泛的支持发起一个运动仍是困难的，既使得政府最小化。

我的理解对吗？

我想我当时不理解的是,主句与从句的转折关系.
MINIMAL STATE应该是指规模最小的一个州. 意思是说,即使是在最小的州,寻求削减政府庞大开支的运动也很难得到广泛的支持.
