并列谓语be是可以省略的吧。
如果按C中的说法，用invest,句子的整体感觉就被割裂了，stressing 和 investing 应该是并列的结构。

确切的原因，我可说不太清楚~

可能你是记混了。
在第九章 “比较”是讲过，P153页：
当谓语内容一致，比较两个主语的时候，在than 之后，我们要尽量补出谓语动词。

这道题也没有比较问题，

这里省去系动词are, 语法上是成立的，没有歧义。

这道题，最大的突破口，还是从并列成份的形式对称。一下子可排除 C D E 三个选项
（invest 的执行者应是cities, 两个谓语的形式应该一致）
这里 to 接在as a means 后也是成立的。

对，比较的应该补出谓语动词，而并列的时候，谓语动词可以省略
