这道题的正确答案为E，请问怎么理解？我选了C。
前半句的内容应该是“在两州之间建立新的大医院会造成资源的浪费，”如何与后半句意思搭配？

后半句的意思“唯一的原因是要避免设施的重复建设“

in that 从句跟在主句后面不需要逗号隔开；要避免的是设施的重复建设－the duplication of facilities 而不是重复的设施duplicated facilities 。
if only because 唯一的原因是。。。。
