In one state, all cities and most towns have antismoking ordinances. 这题我怎么看都像是B.我觉得主要是最后一句话,The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public. 说这东西在这些地方禁止,然后问被访者愿不愿意sign。如果被访者在的地方压根木有这些设施,被访者就会无所谓,所以会被be misled to sign or not to sign. 哪位高人指点一下呢.
