A and B that are ...., do ....

A, B 都是单数名词，定语从句的 are 是指 A, B 都有的 common quality. that 可以指代 A 和 B，而不仅仅是 B 吗？

All conforms to logic.

Delete the that clause, you can still grasp the meaning. Why not "do"?
