regarding bodies at rest and bodies in motion应该是修饰there is a condition and it's converse的；
意思为“针对静止的物体存在一种情况，且对运动的物体来讲它是相反的。”

I think the answer is B, while it is C!
Why?
For example: There is a dog and two cats in the cage.
这种说法对吗？

严格的说，a condition and its converse 应该用复数动词

我现在又觉得应该选a了。
因为it's converse regarding bodies at rest and bodies in motion。表明在两种情况下这个condition是converse的。
这句话的意思就应该是
在牛老大的运动定律中，有一个条件，而这个条件是会根据物体的运动和静止而正好相反的。
（阿，太tmd拗口了，本人英译汉的能力简直以小大房啊）
