C答案中为it的两个分句（it was merely to.../(it)did not reflect...）此时两分句为并列关系。
D答案中明显句子偏向性发生变化，偏重前半句，因为分词引导的状语从句强调前一句话对后面的影响。
据题目的意思来看，即‘仅仅是完成限定的配额要求’和‘并不意味着承诺招聘和最终提升少数民族’两个分句应该是并列关系。
