The growth of the railroads let to the abolition of local times, determined by when the sun reached the observer's meridian and differing form city to city, and to the establishment of regional times.

这个句子的并列结构是多重的，但是还是搞不明白，为什么要用differing

determined by when the sun reached the observer's meridian and differing form city to city，这两个都是分词结构并列，是对的
只不过前面表示被动，后面表示主动

PS：拜托你不要用这么奇怪的颜色好不好，本来蛮清楚的一个题目，被你弄得看也看不清

过去分词，可以和现在分词并列？
