首先，where once不是词组，我查了200万字的材料，3本大词典，也没有找到where once的组合。 其次，where与once应该分开来理解。Where肯定是作连词，意思是：（WM） WHERE: conjunction b : in a case, situation, or respect in which “outstanding where endurance is called for” 译为中文是：在…的情况 再次，once就是“曾经”的意思，作副词，与主句的after 1897形成完美的对照（难道没有觉得这个“after 1897”挺怪的吗？原来她在这里与她的情郎遥遥相望！） 整个句子的意思是： 在曾经工会默许… 的情况，1897后，联合矿工组织坚决….
