OG said D is wordy and unidiomatic. Could anybody explain it to me?
247. Faced with an estimated $2 billion budget gap, the city's mayor proposed a nearly 17 percent reduction in the amount allocated the previous year to maintain the city's major cultural institutions and to subsidize hundreds of local arts groups.

用一般过去时,D用现在完成时,错误。GMAT改错一般来说不改时态,如果时态没错。
一般过去时和现在完成时的区别:一般过去时表示过去某一时间发生的事,与现在无关;现在完成时强调过去发生的事对现在的影响。例如:
I opened the door. 我(以前)打开了门。(门现在是不是开着不知道)
I have opened the door. 我打开了门。(门现在是开着的)

as explained in OG, in D, there is no grammatical referent for 'it'. in addition, D violates parallelism (to maintain and to subsidize).

In C, the phrase proposed to reduce, by nearly 17 percent, the amount from the previous year that was allocated is unidiomatic and overly wordy.
og中说unidiomatic是指the amount from the previous year吗?还是有其他语法错误?

C中的to subsidize与proposed后的to reduce并列。但从原句的意思看应该与to maintain并列来形容资金。
