The correct answer is d, but what is the main difference of a and d, i think they are same in function and meaning.

1.N.THAT IS (ARE)ADJ.必然要换为ADJ.+N的名词短语结构,如:A MAN WHO IS POOR应该为A POOR MAN.
2.当表示谓语部分,尤其是表示实意动词的含义时,就直接用其动词表示形式,如:BE A CAUSE要被CAUSE(动词)代替;BE SUGGESTIVE OF 就一定会被SUGGEST 代替.
