B项：since the organization does not yet
exist, that takes is illogical.为什么因为organization 还没存在，用定语从句就是错的呢，求大神讲解

要看这句话讲的是什么，只取skeleton: the National Academy of Sciences has urged
the nation to revamp computer security procedures,
institute new emergency response teams, and create....creating a
special nongovernment organization to take charge of
computer security planning.

三个是平行的，不仅结构平行，还要语义平行。B，creating a special.【.v+ing修饰前面整句话】语义应该修饰前面那句the National Academy of Sciences has urgedthe nation to revamp computer security procedures,
institute new emergency response teams。语义是错误的，是to create..还没有造出来呢，creating...说明已经已经造出来了，修饰前面的东东，前面紫色的黄色的部分creating什么什么。。。

不知道我说没说清楚~~

我不是纠结为什么creating是错的，我知道是三项的并列

而是(B) creating a special nongovernment organization
that takes
B项OG的解释：since the organization does not yet
exist, that takes is illogical.为什么因为organization 还没存在，用定语从句that takes就是错的呢，是因为时态吗

我当初也有很大疑问~我认为主要问题是在that takes 的时态上很明显从句后面用的是一般现在时，而一般现在时（我认为）比较【倾向于】已经存在的客观事物、自然现象等，或者经常做的事，所以我觉得不是定语从句的问题，而是时态上，如果换成that will take等比较好…

貌似只能是这样了，我是很好奇OG的一些讲解的，有些时候讲的让我觉得莫名其妙，可能人家的习惯用法吧

OG的错误选项很多都是解释的一概而过，即使是非划线部分的题干也有很多让我纠结的部分~慢慢总结吧

就是that takes是一般现在时，那很倾向于说的就是现在已经有了的事情，它又发生了什么。

creat sth. to take则表示，做这个事情是为了干什么。那为了干什么，就有一种目的的意味，并不像takes那样实在地再说【现在就在干什么】
