Meaning：高等法院規定，the universities are still allowed to collect money from the students who object to certain activities，只要groups是否被分到錢跟groups本身的觀點沒有關係（就是說，dog lovers group被分到錢並不是因為它們是dog lovers，就是學校對groups分錢不能帶有對groups本身的主觀判斷色彩！）

【解釋】
首先能確定的是，give money的肯定是universities

A、grammar：they指代的肯定不是students，應該是universities；simple future使用不當，因為高等法院rule的動作發生在過去，所以是過去的時候rule的，後面對groups的影響不應該用simple future；with使用不對

B、meaning：they指代的是universities，學校向活動付經費還反對那些活動？not make sense!!

C、meaning：they指代universities，學校向活動福經費還反對活動？not make sense!!

D、meaning：passive voice隱去動作執行者

E、grammar：be用法錯誤；but表示contrasting不正確；students不對

OG的解释是To which does “they” refer？It would appear that the "universities" must give the money,but "they" does not have a referent.
为什么they不能指universities呢？而要说they无所指呢？
