Commentator's line of reasoning :

countries closed out of any of another country’s markets --close some of their own markets to the other country--pressure the other country to reopen its markets.

所以countries closed out of any of another country’s markets有这样的国家是它的前提。将D取非，正好否定了他的前提。他的推倒就不成立了。

so if the country does not have at least some markets, how can the commendtator's theory 成立?

a是错误的，If every country acted according to this theory, no country would trade with any other.等于你否定了if后面的内容，这绝对不是一个前提，因为你削弱了文章结论
