Although unhappy with the high rent her company was paying for its suburban office building,

charged within the city limits had been for property located there

对E选项有个疑问，Charged 怎么理解呢？retal rates是租赁率，those指代retal rates，解析里说for property located within the city limits修饰CHARGED。可是charged应该是什么成分呢？如果RENTAL RATES是租金就可以理解了。但是是租赁率，我就迷茫了。
说因为suburb的租赁率比城市范围的房产低很多？

charged 可以理解为past participle，被...收费

在这里更多表示的是一种被动

比如说：

a theory supposed to receive some support

可以理解为 a theory （was supposed by other people） to receive some support
