这题确实很难抉择，几个选项似乎都有问题。

应该是在A、E之间选择，我个人倾向于E（but在此是连词，冒号后是某个句子的省略，比如冒号后加they have等等）。（注意，by是划线的）

E中的but和nervertheless会不会有重复之嫌？虽然一个是连词，一个是副词，但表达的意思是一样的，似乎连用不好。
