B选项求分析，为什么cost后面用to，为什么是of meeting而不能用to meet? 这两点都不太明白~~THX!!!

我也不懂，查了一下。。。
改写一点，好解释：the cost to the United States petroleum industry
of meeting environmental regulations will be enormous。
美国石油企业达到环境法规所付出的代价是巨大的。
建议把这当成一固定语法，这样的句子好多：
Collective borrowing would likely increase the cost to Germany of
servicing its public debt.
发行共同债券可能会增加德国偿还公共债务的成本

the cost of sth ...的费用，成本
the cost to sb/sth ...所付出的费用，代价
eg:The cost of product in terms of money may not measure its true
cost to society
the cost to sb of doing sth 某人做某事所付出的费用，代价
the cost to a company of developing the local market

这道题up一下,谁能告诉我c为什么错啊.

是因为By the end of the decade一定要用将来时么?

不是it is...that这种强调句结构累赘么?
