B选项求分析,为什么cost后面用to, 为什么是of meeting而不能用to meet? 这两点都不太明白~~THX!!!

我也不懂,查了一下。。。
改写一点,好解释:the cost to the United States petroleum industry
of meeting environmental regulations will be enormous。
美国石油企业达到环境法规所付出的代价是巨大的。
建议把这当成一固定语法,这样的句子好多:
Collective borrowing would likely increase the cost to Germany of
servicing its public debt.
发行共同债券可能会增加德国偿还公共债务的成本

the cost of sth  ...的费用,成本
the cost to sb/sth ...所付出的费用,代价
eg:The cost of product in terms of money may not measure its true
cost to society
the cost to sb of doing sth 某人做某事所付出的费用,代价
the cost to a company of developing the local market

这道题up一下,谁能告诉我c为什么错啊.

是因为By the end of the decade一定要用将来时么?

不是it is...that这种强调句结构累赘么?
