查了前人的帖子，知道cost to sb.of doing sth.是个固定搭配。而且B选项的cost用的是动词形式，而C用的是名词形式，从这点上考虑B比C好。而且B避免了头重脚轻的句子结构。但是我实在不明白的是B怎么可以把projected换成了estimated的呢？请nn多多指教！

我觉得这个题除了B外，其他选项的修饰都有问题。
meet environmental 是修饰industry 的而不是修饰cost。

我觉得，首先cost作名词，没有the cost to do sth 的用法,其次the cost to US不等于US's cost,除非是of 短语，否则，不能把A prep B 改写为B'A的形式，见曼哈顿语法部分的解释~~

同问啊 为什么可以把project改成 estimate 不是说忠于原意最重要吗？
另外D为什么不对呢？有什么错误？
