首先，我感觉，这道题不是the same as的比较idiom吗，因为有at和tim，at the same time看着像一个状语?
其次，句子结构划线部分是that引导的限制性定语从句吗？
最后，as后面到底有没有省略did？或者省略了flourished？

我感觉，这题考的是the same 搭配 as 的用法~
as 作 pron.代词 与 the same 连用， 引导定语从句。
例：I live in the same place as Tom (does) 我和汤姆住在同一处。

at the same time 应该是状语吧！
其次，我觉得that 应该是 限制性定语从句
