imo, the expression in D is a little bit awkward, the verb is better than then adj

The artist was influential to the movement.
better: The artist influenced the movement (manhattan)

and the meaning expressed by B sounds more clear than D.

2) back to the original sentence again," The spraying of pesticides can be carefully planned"--> "can be done " is acceptable or more preferable than other expessions in this problem.(cause it was used by GMAC here)

foreseeable形容词表示一种属性，有些天气状况是不能被预见，LZ能举出这种天气状况的吗？没有
而B的表达就要相对好一些
