or else:used to say that there will be bad result if someone does not do something. Hurry up or else we will miss the trains.

"would" implies the subjunctive.
I admit that "were it to do so" is not very good. But B is the best
but not the perfect answer.
"or else" is wrong bcoz it violates the meaning of the sentence.
"or else" is used to say some bad results would HAPPEN.
but from the sentence completed with choice C, " yet the temperatures are so cold and the ice cap so reflective that little polar ice melts during the summer", the fact is "little polar ice melts during the summer", so "the water levels of the oceans would rise 250 feet and engulf most of the world’s great cities" would not happen. right?
Thus to use a subjunctive is more acccurate. it is just an imagination.
