这道题的答案我没什么问题，主要问题就是红色的部分：A 和 C 的 according to， based on 与逻辑主语的关系不太明白。

我一直认为 according to 和 based on  只是状语，后面的句子应该不受影响。比如：According to the record, the company attained ⋯⋯等等。

请问 这样用可不可以？

如果不行的话，请问according to 和 based on 以及类似的这类短语应该是修饰什么样的主语？
