我觉得E也没有错的啊，不选A的理由是
1）that修饰有歧义的act和congress放在后面的定语从句中都说的通

A句结构 ..., the act of Congress made provision,..., (注意中间的三个COMMA。WASHINGTON, D.C.是固定搭配，所以WASHINGTON之后的COMMA不做考虑。而第一个和第三个COMMA之间的内容 ，WASHINGTON, D.C.,是作为同位语修饰THE NEW FEDERAL CITY的), also established... 结构完整正确
