正确为E。有点迷惑的是选项C，就是多了“have”。为什么不保留助动词呢？

The decisions (those of any chief justice) can not "have" here. Another mistake in C is the use of any, which includes John Marshall himself.

同意。1，分清什么时候用have 神马时候用do替代。

2，注意一些极端形容词要排除自身。
